The TGC Portal is the member access gate. Recruits start with official EVE SSO, the portal records the authorized API information, and High Command reviews the record before any member status is given.
No API record means no member approval. The EVE login creates the application High Command reviews.

API auth is the application. Once a recruit logs in with EVE, High Command can see the record privately and decide whether to approve member status.
